Glaeser on Cities

My Harvard colleague Ed Glaeser worries that cities are disadvantaged because they have more than their share of the poor and because the suburbs do more than their share of emitting carbon.

A carbon tax with revenues rebated via a lump-sum demogrant would address both concerns.
